It is about the hydrostatic pressure of the earth itself pushing water vapor through a concrete slab that you thought was dry. Concrete is a sponge. It looks solid, but it is full of tiny capillaries that pull moisture from the ground. The 1/8 inch rule that keeps floors quiet
